scrollTop does not work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. var yPos = $('body').scrollTop();

What is the expected behavior?
yPos variable always set to 0

What went wrong?
With last chrome update scrollTop function stopped to work.

Did this work before? Yes until 26th september it worked fine

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version:

yPos variable should be > 0 when scrolling page.

What went wrong?
With last chrome update scrollTop function stopped to work and yPos is always set to 0.

Duplicate of  issue 737633 , apparently.
