Clicking links to open in Chrome from other applications sometimes switch to other desktop (multiple desktops)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: Steps to reproduce the problem: 1. Log on to a Windows 10 machine where Chrome is the default browser 2. Start Chrome 3. Open an application which contains a link to open in Chrome (e.g. outlook with emailed link) 4. Create a new virtual desktop (Win + Tab, "+ New Desktop" button) and switch to it 5. On Desktop 2 (the new one), open Chrome and browse happily 6. Switch back to Desktop 1 (the one with the original Chrome and Outlook etc. on it) (Win + Tab and then click Desktop 1) 7. Interact with Chrome in any way, *EXCEPT* opening a new tab 8. Click the link in the external application (e.g. Outlook) so that Chrome opens the web page 9. Chrome opens the web page but in the window on Desktop 2, not taking account that you are currently using Desktop 1. This causes a complete context switch to the other desktop. What is the expected behavior? Open the link in the last-used Chrome window on Desktop 1 What went wrong? The link was opened in the Chrome window on Desktop 2, causing the virtual desktop to switch. The actual behaviour appears to be the link is opened in a new tab in the window where the last new tab was created. Did this work before? No Chrome version: 52.0.2743.116 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 22.0 r0 Ideally the behaviour would be that window that last opened a tab on the *current virtual desktop* were used to open links from external applications. What is the expected behavior? Ideally the behavior would be that window that last opened a tab on the *current virtual desktop* were used to open links from external applications. And, if no window currently on this virtual desktop, to open a new window on the current virtual desktop. What went wrong? It switched to a different virtual desktop. Did this work before?
