Table with border collapse and tr with colspan and rgba border has inconsistent opacity

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Create table with "border-collapse:collapse;" 
2. Create one row with 4 cells.
3. Create another row with colspan=4 and border with transparent color (rgba).

What is the expected behavior?
Border has consistent transparency across the entire table/row.

What went wrong?
The border has the correct opacity over the first cell, then a darker tint on the remaining part.

Did this work before? N/A 

Does this work in other browsers? No
 In Firefox it works correctly. In IE 11 I see the same issue.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

It never worked correctly in Chrome.
Also observed in Chrome Canary 63.
r481331 tried to fix the color in Chrome 61, but it didn't account for colspan.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #61.0.3163.100  and latest canary #63.0.3226.0.

This is a non-regression issue as it is observed from M50 old builds. 
Observed that the border doesn't have consistent transparency across the entire table/row.

Hence, marking it as untriaged to get more inputs from dev team.

I think to fix the issue from the root, we need to implement cell grid based collapsed border painting.
