Could not install package: 'ERROR_RE_ENCODING_THEME_IMAGE'

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Try to install any extension. 

What is the expected behavior?
The extension should be installed. 

What went wrong?
Got an alert window and an error message both saying: "Could not install package: 'ERROR_RE_ENCODING_THEME_IMAGE'".

Did this work before? N/A 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: CentOS Linux release 7.4.1708 (Core) 
Flash Version: Shockwave Flash 18.0 r0

It works on another user account on the same system. 
The account where it does not work is the default account. 
The account where it works is created on the command line.

@Reporter: could not reproduce the issue on the reported chrome version stable 60.0.3112.113, latest stable 61.0.3169.100 and on latest canary 63.0.3226.0 using Windows 10 and Ubuntu 14.04 
Attaching the screen cast for reference.

Could you please retry adding the extensions by clearing the cookies or even by creating a new profile in the chrome.

I removed cookies and created a new profile but I get the same error. 

Of course you can not reproduce the error, it has to do with the system. 

This is a new install of chromium and I suspect something about permissions or sandboxing. 

Where should I look? Maybe I can find a difference between the two accounts, but I can't imagine what. I did not mess up with anything.

This looks to be fixed on the latest chromuim version(61.0.3163.100) as per the latest comments in https://bugzilla.redhat.com/show_bug.cgi?id=1493664.
