Regression : Unable to select/switch user by single touch/tap.

Chrome version : 63.0.3226.0 (Official Build) 209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841} 32/64 bit
OS : Windows-10 Touch device

What steps will reproduce the problem?
1. Launch Chrome, click on Avatar icon and go to 'Manage People'.
2. Now in 'Manage People' window, tap on current profile icon and observe.

Actual Result : Unable to select/switch user by single touch/tap.

Expected Result : Should be able to select/switch user by single touch/tap.

This is a regression issue broken in ‘M-62’ and using the per-revision bisect providing the bisect results,
Good build : 62.0.3169.0 (Revision : 490188)
Bad build : 62.0.3170.0 (Revision : 490562)

You are probably looking for a change made after 490556 (known good), but no later than 490557 (first known bad).
