URL's are seen blur on 'on Startup' at zoom out 80% in md-settings

Chrome Version: 63.0.3226.0 (Official Build)209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch chrome, open 3 website in 3 NTP (e.g. facebook.com, youtube.com and twitter.com)
2. Navigate to chrome://settings/appearance and set 'Page zoom' to 80%
3. Navigate to chrome://settings/onStartup then select 'Open a specific page or set of pages' and click on 'Use current pages'
4. Observe

Actual: URL's are seen blur after zoom to 80%
Expected: URL's should not be seen blur after zoom to 80%

This is an Non-Regression issue seen from M-55
