Regression:Email text field appears blank after pressing tab key in password bubble

Issue description

Chrome Version: 63.0.3226.0 (Official Build) 209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841} 32/64 bit 
OS:Windows (7,8,10), Linux(14.04 LTS), Mac(10.12.6)

What steps will reproduce the problem?
(1)Launch chrome and login to https://twitter.com/ with valid credentials.
(2)Click on password bubble from omnibox, double click and delete the email id from text field.
(3)Now press tab key and observe.


Actual: Email text field appears blank after pressing tab key in password bubble 

Expected: No username should appear after pressing tab key in password bubble.

This is a regression issue broken in 'M63' and below is the manual regression range
Good Build: 63.0.3221.0
Bad Build:  63.0.3222.0

You are probably looking for a change made after 503399 (known good), but no later than 503400 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The new UI is different. Now we have a row "Username      admin". With that the placeholder is redundant.
