Regression: Focus highlight is seen chopped from bottom side in md-settings

Issue description

Chrome Version: 63.0.3226.0 Revision 209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841}(64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/appearance and set 'Page zoom' to 110%
2. Navigate to chrome://settings/passwordsAndForms and click on 'Auto-fill settings'
3. Click and hold on back navigation arrow of sub-page and observe focus

Actual: Focus highlight is seen chopped from bottom side
Expected: Focus highlight should be seen properly from bottom side

This is an Regression issue broken in M-61
Good Build - 61.0.3131.0 
Bad Build - 61.0.3132.0 

You are probably looking for a change made after 479873 (known good), but no later than 479874 (first known bad).

This is the result of browser rendering a rounded dimension. 36px * 100% = 39.6px, which means occasionally the browser needs to round-down to put it in the right place on the page. We *could* iterate through 2-figure decimals for the original dimension (i.e. try 36.01, 36.02...) until it works for *all* zoom levels, but this is not a high priority.
