OS:Windows 10

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/help
(2)Click on 'report an issue' such that overlay appears, minimize it 
(3)Hover mouse on on feedback icon from taskbar such that desktop appears, now click on close button from taskar icon and observe.

Actual: Black patch appears after clicking on 'X' icon from taskbar

Expected: Black patch shouldn't appear after clicking on 'X' icon from taskbar.

This is a Non-regression issue seen from 'M51' series i.e 51.0.2704.0

Note: This is windows 10 specific issue and not seen on other OS like Win 7,8, Mac & linux
