OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/appearance
2. Change the Font size to very small from drop down list.
3. Open the Sign in to Chrome overlay from People section and observe.

Font size doesn't change on Sign in to Chrome overlay.
Font size should change to very small on Sign in to Chrome overlay.

This is a non regression issue, seen from M-45 series.

Note: Font size changes on 'Cast' and 'You've signed in and turned on Sync' overlay.
