<a href=“#…”> linking not working with the <div id ="..."> on same page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Create a div with a particular ID 
2. Link the div with an anchor tag <a href="#divID"> on same page
3. 

What is the expected behavior?

What went wrong?
anchor tag not linking 

Did this work before? Yes just the previous version before the september 27 2017 release

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 6.3
Flash Version: 

please get this working as soon as possible

Can't reproduce with a simple test.html attached here.

I guess those sites use an outdated version of jQuery scroll plugin which doesn't work with ScrollTopLeftInterop.
You can check if this is the case by quitting chrome and running it with the following command line:
chrome --disable-blink-features=ScrollTopLeftInterop

I'm guessing the author's <div> is empty and this is a dup of  issue 769174 . Will dup into that issue for now, feel free to speak up if that's not the case and I can undup.
