Cannot resize the Chrome window's width

Issue description

Chrome Version       : Version 61.0.3163.100 (Official Build) (64-bit)
URLs (if applicable) : any (not specified)
Other browsers tested: none
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?
(1)Click the resize button on the toolbar.
(2)Resize the window's width as small as possible.

What is the expected result?
You can resize it again.

What happens instead?
You CANNOT resize it again.
Because, your mouse cursor doesn't change to a "resize cursor" when you try to resize it.

Please provide any additional information below. Attach a screenshot if
possible.
You can just resize window's size vertically and slantingly when you are on the problem.
And then, you'll be able to resize the window's width.

Able to reproduce the issue on Windows 10 using chrome reported version #61.0.3163.100 and latest canary #63.0.3226.0.
Issue is specific to OS-Win.
