Regression:Borders between extensions disappear on zooming upto 125%

Issue description

Chrome Version:63.0.3226.0 (Official Build) 209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841}(32/64 bit).

OS: Windows (7,8,10),Linux (14.04 LTS), Mac(10.12.6).

Steps to reproduce:
1)Launch chrome, go to above URL and zoom in to 125%.
2)Observe.

Actual Result:Borders between extensions disappear on zooming upto 125%
Expected Result:Borders between extensions should not disappear on zooming upto 125%

This is regression issue broken in 'M-58' and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good build: 58.0.3011.0
Bad build: 58.0.3012.0


You are probably looking for a change made after 449942 (known good), but no later than 449943 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

WebStore doesn't use borders but instead size elements and make assumptions about rounding that are not guaranteed to be true for all zoom levels.
This is something that needs to be fixed on the Webstore side by changing the underlying CSS.
