Regression:Main menu options remain highlighted even after maximizing the window.

Chrome Version: 63.0.3226.0 (Official Build)209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841} 32/64-bit.
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://history/, resize browser from R.H.S
(2)Hit tab key to open 'main menu' again press tab key and press spacebar key such that 'chrome history' option is highlighted.
(3)Click on main menu press tab key to reach 'tabs from other devices',hit spacebar key and observe the two options
(4)Click maximize button and again click restore down,observe the options under main menu.

Actual: Main menu options remain highlighted even after maximizing the window.

Expected: Main menu options highlight should disappear after maximizing window.

This is a regression issue broken in 'M54' series and will soon update other info.

You are probably looking for a change made after 414033 (known good), but no lat
er than 414034 (first known bad).
