Regression: Grey Focus is seen on all options under Settings > "Advanced" on touch device

Issue description

Chrome version: 63.0.3226.0 209b73b2d53c279870bd421b7c04a1427798e2ef-refs/heads/master@{#504841}(32/64 bit)
OS: Windows 10(Touch device).

What steps will reproduce the problem?
1.Launch Chrome and navigate to "chrome://settings"
2.Tap on Advanced option under Settings list on LHS of the page.
3.Tap on any option under "Advanced" and observe.

Actual Result: Grey Focus is seen on all options under Settings > "Advanced".
Expected Result: Instead focus should be seen only on selected option under Settings > "Advanced".

This is Regression Issue broken in M-54 and and Using the per-revision bisect providing the bisect results,
Good Build: 54.0.2815.0(Revision:408890)
Bad Build: 54.0.2816.0(Revision:409090)

You are probably looking for a change made after 409073 (known good), but no later than 409080 (first known bad).

Hey - I was not able to reproduce this on DevTools touch mode.

Update w.r.t comment #1:

Checked the above issue with latest Chrome Canary build #69.0.3474.0 on Windows 10 (touch device) OS and the issue is still reproducible.
