Regression : Recovery is failing with an Unexpected error message while installing 63.0.3223/9982.0.0 via USB

Chrome Version: 63.0.3223/9982.0.0 dev-channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Connect the USB with 63.0.3223/9982.0.0
(2)Try to recover the build(Esc+reload+power) and observe.

Expected: Should be able to recover the build.
Actual: Instead Unexpected Error message is seen

This is a Regression issue as build recovery is successful with 63.0.3223.0/9978.0.0 dev-channel Daisy

Note: Issue is also seen for 63.0.3223/9982.0.0 dev-channel Candy and Peppy

this bug (and its logs) are about a version that is known to be broken and the fix for it is known to have landed.  if you're seeing issues in current versions, you need to file a new bug with up-to-date logs.

Issue(Recovery is failing with an Unexpected error message while installing Via USB) is still seen on latest M-63 Build i.e. on 63.0.3230.0/10006.0.0 dev-channel Minnie,Peppy and Gnawty.

this bug manifested itself as:
./updater4.sh: 640: flashrom -p host  -r _current/bios.bin: not found

the new builds aren't failing in that way.  someone with such a device (i don't have a peppy or gnawty) will have to debug it.

going to redupe back.  please file a new bug since the issues are unrelated.  plus the original bug affected all devices since it was a common logic error.
