IPH : Text bubble overlaps with infobars

We shouldn't show the text bubble while showing an infobar.

shaktisahu: Could you see if this is possible for M63, otherwise check with talo@ to see if it's OK to move to M64? Maybe discuss with tedchoc@, dtrainor@ and UX?
