What steps will reproduce the problem?
(1) Navigate to https://saturn-archive.jpl.nasa.gov/spacecraft/safety/eisss2.pdf
(2) Select any text in the PDF and try to copy (either via keyboard shortcut or the menu option)
(3) Try to paste the text somewhere

What is the expected result?

The text should've been copied to the clipboard.

What happens instead?

The clipboard is unchanged by the copy command.
