Input is taken from RTL for other languages once the IME is changed to Arabic

Project Member Reported by pucchakayala@chromium.org, Sep 28 2017

Issue description

Versions:
9765.72.0/61.0.3163.108
9901.29.0/62.0.3202.31

Devices --> Eve, Kip, Paine & Squawks

What steps will reproduce the problem?
(1) Login to gMail account & click on Compose button to send an email
(2) Change the IME to Chinese and enter "gao gao", make sure the input is printed in chinese.
(3) Change the IME to Arabic, start typing. Make sure input is taken from right to left and prints in Arabic.
(4) Change the IME to Japanese and enter "kabusiki", verify
(5) Change the IME to Korean and enter "gksrmf tkfkd", verify

What is the expected result?
Step 4 & 5 Verification:
Input should be changed back from Left to Right

What happens instead?
Input is still taken from Right to Left & printed the same way even for other languages like Arabic.

IME has to be switched to English to get the input taken from Left to Right.

Happens in gMail compose window & Google Keep application.

Changing the Milestone label so that it can get fixed in the upcoming milestones.
