domain.sh treated as TLD, down-sampling should be possible.

Reported by emaillew...@gmail.com, Sep 27 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Visit https://test.now.sh/
2. In developer console attempt to down-sample the TLD document.domain = "now.sh"
3. See that now.sh is treated as a TLD

What is the expected behavior?
the document.domain should be able to down-sample to now.sh as .sh is the TLD.

What went wrong?
Uncaught DOMException: Failed to set the 'domain' property on 'Document': 'now.sh' is a top-level domain.
