AU/ Recovery post install is failed

Issue description

Chrome Version: 63.0.3223.0
OS: 9980.0.0

What steps will reproduce the problem?
(1) Start installing recovery build using USB stick
(2) Verification process completed on the device
(3) Now system recovery is in progres

What is the expected result?
Installation should complete successfully

What happens instead?
Error Message - 'An unexpected error has occurred.  Please refer to this URl for troubleshooting tips:  https://www.google.com/chromeos/recovery

Please use labels and text to provide additional information.
Logs attached.  

Note:  
Tried on Lumpy and Chell and unable to recover on both the devices.

Reproduced only with recovery image but not with test image.

A quick look, the exit code 127, means the command not found, probably missing the flashrom binary?
Able to reproduce this issue on 9984.0.0

Not sure if it is related to the recent change on flashrom from static linkage to dynamic linkage.
