Issue descriptionChrome Version: 61.0.3163.101 beta OS: CrOS x86_64 9765.70.0 Described by the user: "Loaded a large pdf, wanted to scroll down halfway, about a hundred pages. Held down space for a while, then let it go. The pdf kept scrolling all the way to the bottom, several seconds after I let go, and now the slider on the right doesn't work to scroll it back up." Scrolling upwards should be able to do done as part of the user's experience.

Is it possible we were just trying to process all of the scroll events that were generated by holding the scroll bar down? (I'm guessing because it kept scrolling after you released?) i.e. if you let it sit for a while can you you then scroll up later?
