maitred: ConfigureNetwork fails with EEXIST

Not a super common occurence, but every 10-20 VM starts I'll see the VM fail to come up due to EEXIST when running the SIOCADDRT ioctl.

[ERROR:crosvm.cc(461)] Failed to configure network: failed to set IPv4 gateway: File exists
