High-DPI support not present in browser_tests

Project Member Reported by pbos@chromium.org, Sep 27 2017

Issue description

When invoking browser_tests high-DPI support is never set up, so all content is blurred on high-DPI monitors. This makes visual verification of dialogs (that may easily be invoked from browser_tests.exe) harder on high-DPI monitor.

The following revision refers to this bug:
  https://chromium.googlesource.com/chromium/src.git/+/5f7d27b42059440bf87b4f7931b0af28bd41719f

commit 5f7d27b42059440bf87b4f7931b0af28bd41719f
Author: Peter Boström <pbos@chromium.org>
Date: Wed Oct 04 22:50:26 2017

Enable high-DPI support for interactive browser_tests.

Permits browser_tests to look right on high-DPI monitors. This is
especially important for the UI team as browser_tests can be invoked to
summon dialogs that are not easy to get to, to see if they look right.

Without high-DPI support Windows will upscale the normal-DPI version of
Chromium and everything will look blurry.
