High-DPI support not present in browser_tests |

Issue descriptionWhen invoking browser_tests high-DPI support is never set up, so all content is blurred on high-DPI monitors. This makes visual verification of dialogs (that may easily be invoked from browser_tests.exe) harder on high-DPI monitor.

Permits browser_tests to look right on high-DPI monitors. This is especially important for the UI team as browser_tests can be invoked to summon dialogs that are not easy to get to, to see if they look right. Without high-DPI support Windows will upscale the normal-DPI version of Chromium and everything will look blurry.
