mash: System tray menu doesn't work on secondary displays

Project Member Reported by msw@chromium.org, Sep 27 2017

Issue description

mash: System tray menu doesn't work on secondary displays

On a linux-desktop ChromeOS build on ToT @ #503942
(1) Run "chrome --ash-host-window-bounds=500x500,600+0-600x500 --mash"
(2) Open the system tray menu on the secondary display
(3) Try to click anything in the menu
Expected: Menu items respond to mouse input.
Actual: Menu items do not respond to mouse input.

I'm not sure if the menu responds to key input (I forget how to trigger/focus).
This may be mus/display/event issue...

msw, do you know if this ever worked?

Shelf context menus seem to work on secondary displays, so we can at least target some events there. I still can't get a browser window onto a secondary display (dragging across displays doesn't work, clicking the browser shelf icon always puts it on the primary display), so I'm not sure about browser UI.

I'm not sure if the system tray ever worked on secondary displays in mash.
I couldn't find an issue about dragging across displays being broken in mash.
Issue 768908 tracks the defects around opening windows on secondary displays.
