In some cases space is reserved for scrollbars when there is no overflow

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:52.0) Gecko/20100101 Firefox/52.0 Steps to reproduce the problem: 1. open include html file 2. resize window so there is no overflow 3. move your cursor over the square 4. notice the shift on the right side 5. resize the window 6. notice the shift on the right side 7. goto step 3 What is the expected behavior? I would expect the content to not change size is overflow is changed from auto to visible/hidden if there is no overflow. What went wrong? div3:hover sets the overflow to visible (from auto) and that causes the content to shifts by what seems to to be the width of a scroll bar. Resizing the window shifts the content back. see included animated gif. Did this work before? N/A Does this work in other browsers?
