Stop copying paladin, trybot and pfq release to partner buckets

Currently we copy the output of every builder to the partner bucket if configured for extra_upload_urls

The moblab partners do not need most of these builds, and it runs an extra $1MM in storage costs to keep the unnecessary copies.

For moblab users - do not copy trybot, paladin, or pfq builds.
