Opening settings from a purely incognito session made me lose all my tabs |

Issue descriptionI was trying to debug a performance issue and wanted to make sure it was unrelated to extensions. I closed my running Chrome to persist my current profile session and restarted Chrome with the "-incognito" option. A single incognito window was opened as expected. A while later I opened settings from the 3-dots menu and that immediately opened my main profile with a single settings tab. From that point I completely lost all my previously opened windows and tabs. I had somewhat other issues in the past where I lost my whole session. It seems some uses cases make that easy to happen.

I couldn't reproduce the case. Could you please specify Chrome's version and if there are specific steps that will result in the problem?

I was not eager to try to repro this because I am always keeping a log of open windows and tabs for my work. If you followed the scenario I described above and was unable to reproduce it I think we should close this as no-repro. But just to clarify the scenario: * Run Chrome stable on a Linux machine. * Configure it with your profile (sync) and enable the restoring of the last session upon restart. * Open some windows and some tabs within them and then close Chrome. * Relaunch it with the "-incognito" option. It should start a single window immediately in incognito mode. * From that incognito window got to the 3-dot menu and launch the settings window If at this point a new window is opened with the added profile account, then all previous windows and tabs were lost.

tmartino@, Do you know who can take a look at this issue? It seems that when Chrome starts in incognito and then settings page is shown from incognito, the last opened tabs are cleared, which is not the expected behavior.
