CrOS 9765.72.0 missing VT2 terminal

Issue description

Flashed CrOS 9765.72.0 on my Eve.

Ctrl+Alt+F2 does not bring up a VT2 terminal. I can still access the terminal by SSHing from my computer, but I can't access the terminal on my device. This is a recent regression as my previous build did not have it. I'm not exactly sure where the regression occurred, but it was in the past week or so.

+sheriffs, this seems more likely to be due to a CrOS change than a Chrome change (but maybe not? I'm not sure where the ctrl-alt-f2 handling comes from, +derat@)

There's a handoff from Chrome to frecon, IIRC. If other devices work, I'd guess it's a kernel issue.
I haven't had a chance to test on other devices. This may be a more widespread problem than just Eve.
