navbar html5 bug

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. user edge
2. 
3. 

What is the expected behavior?

What went wrong?
the navbar is not working my site is https://www.tp3951.tk

Did this work before? Yes before at 25 of september 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

i thing i will start using edge from now on .. after all it is faster and with less bugs..

Caused by r481208 "Enable scrollTopLeftInterop by default" (enabled in v61), which usually means that affected sites use outdated and incorrect method of scrolling (probably an old version of jQuery or jQuery scroller plugin).

The bug is gone if the new (correct) behavior is disabled via command line:
chrome --disable-blink-features=ScrollTopLeftInterop

Try updating your scroll-related js plugins.

P.S. It should be noted that the site still works correctly in Firefox.
I wonder if Chrome could also implement some kind of graceful fallback instead of breaking the affected sites.

You are using an old version of jquery scrollTo. Update it to the latest and all will be good.

Others are having similar issues; https://github.com/flesler/jquery.scrollTo/issues/164

We changed the scrollingElement to be the documentElement to match the spec and Firefox but old usages of some libraries broke.
