Extension badge text is clipped on the bottom: alignment is off by 1 pixel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. install the attached demo extension

What is the expected behavior?
The text in the extension icon badge is readable as "go".

What went wrong?
The descender in "g" is cut off.
The text appears almost "oo" or "qo".

Did this work before? Yes 52

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

Resubmitting since  issue 649946  got no attention and was closed due to inactivity.

Bisect indicates r396304.

Tested this issue on Windows 7 using chrome version #60.0.3112.113 and #63.0.3233.0 and Unable to reproduce the issue.
Attaching Screenshot for your reference.

Steps included are:
---------------------
1.Installed the attached demo extension and Observed that the text in the extension icon badge is readable as "go".

woxxom@: Could you please check this issue on latest canary #63.0.3233.0 by creating a new profile and let us know if the issue still persist or not.

Canary also cuts the bottom 1px.
I guess it depends on Windows OS theme.

Could you please check the Issue on latest stable version #61.0.3163.100 or on Canary #63.0.3235.0 .If issue is still observed as per comment #3 it would be more helpful if you provide the Windows OS theme or chrome theme where you observed the Issue to proceed further from TE end.

This is specific to my custom unsigned theme, which I've edited myself.
I can't reproduce the issue with standard themes so I'll fix my theme myself.
I think the issue may be closed.
