template element append/appendChild doesn't add into fragment

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
in the attached file

What is the expected behavior?
appending elements are put inside the doc fragment

What went wrong?
they're added outside

Uhm, reporter, you should add elements to template.content not to template directly.

As woxxom@ already replied, this is working as expected.
If you want to get your elements added to template's document fragment,
you need to use template.content.appendChild(...).
