text area resizing broked!

Issue description

Chrome Version       : 62.0.3202.29 (Versão oficial) beta 64 bits
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK
    Firefox: OK
         IE: --

What steps will reproduce the problem?
create a textarea element with risize enabled, put multiple text line (3 or more) 
and try it to resize. It resize just once, when you try it again does not work.

What is the expected result?
Resize normaly whenever use wants.

What happens instead?
Don't resize.

readonly property work's well, but i'm trying to avoid because of submitting.
 
That problem ocurred in windows official version 61.0.3163.100 64bits too.

Unable to reproduce the issue with attached html on Windows 7 and 10 with Chrome 61.0.3163.100, alancarlodamatta@ can you please provide the test page for further triage.

As well as Beta i.e., 62.0.3202.38
i forget it to say that the element must have the disabled tag! Sorry!

here is the test that doesn't work on my beta chrome (mac os x) and  windows official version 61.0.3163.100 64bits.

 alancarlodamatta@ thank you for the test page, I see similar behavior on previous Chrome Stable channel i.e., 60.0.3112.113 as well.
