Recording doesnot get stop in chrome://inspect/#devices page after clicking on Stop button of dev tools.

Issue descriptionChrome Version: 62.0.3202.38 Revision 07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463}(32/64 bit) OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6). What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://inspect/#devices page. (2) Click on 'Open dedicated DevTools for Node' link (dev tools window get opens) (3) Navigate to 'Profiler' section and click on 'Start' button to start recording (4) Then click on Stop button and observe. Actual: Recording doesnot get stop after clicking on Stop button. Expected: Recording should get top after clicking clicking on Stop button. This is Non-regression issue, seen from 'M-59'series

There's no target. The Start button should be disabled.

Update: Above issue is fixed on Latest canary #73.0.3636.0 using Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.13.6,10.13.1,10.14.2). Hence adding TE-Verified for the above issue. Thank you.
