css or .js file can't refresh even hard refresh

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. restore it to previous
2.

What is the expected behavior?
it should refresh all dependency on a refresh of the page or Hard refresh.

What went wrong?
After mad changes on external library or dependency, it does not refresh the dependency, even on hard refresh also. It refreshes dependency after clear cache only.

Did this work before? Yes 60.0.3112.113

Chrome version: 61.0.3163.100  Channel: stable

I try on my local system with PHP-laravel and there it doesn't work.After that, I install the previous version of chrome and it works fine again.
