Regression: Focus is not visible on 'More actions' icon after clicking on 'Clear all' option in Chrome://downloads

Chrome Version: 62.0.3202.38 Revision 07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463}(32/64 bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6).

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://downloads and Save page by pressing Cmd+S
(2) Click on More actions icon and select Clear all option and observe.

Actual: Focus is not visible on More actions icon after clicking on Clear all option.

Expected: Focus should visible on More actions icon

This is a regression issue, broken in 'M-60', will soon update the bisect info:

You are probably looking for a change made after 468866 (known good), but no later than 468867 (first known bad).
