[MD Bookmarks]Font size of ghost text doesn't change on chrome://bookmarks page.

Issue description

Chrome Version: 62.0.3202.38 (Official Build)07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

Precondition: Enable "Enable Material Design bookmarks" flags from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Go to Appearance section and set Font size to very small.
3. Now navigate to chrome://bookmarks page and observe the ghost text.

Font size of ghost text doesn't change.
Font size of ghost text should get changed.

This is a non-regression issue, seen from M-59 series.

Note: Font size of ghost text gets change on chrome://history and chrome://dowanloads pages.
