Issue descriptionChrome Version: 62.0.3202.38 (Official Build)07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463} (64-bit) OS: Windows 10 Steps to reproduce: 1.Launch Chrome, click on avatar icon and sign-in into chrome with correct credentials 2.Observe the background of avatar icon Actual: Background color of avatar icon is missing after signing into chrome Expected: Background color of avatar icon should be seen after signing into chrome This is an Regression issue broken in M-60, will soon update the bisect info. Good Build - 60.0.3097.0 Bad Build - 60.0.3098.0 Note: 1. Issue is not seen on Mac and Linux 2. Issue is seen on Win 10 machine

Evan: I think you were looking at these button after emx@ did the first pass (just FYI, emx@ is no longer on the Chrome sign-in team). I also think you know this part of the code better than we do. May I ask you to take a look at this bug?

it looks to me like it's working as intended. None of the buttons have a background until you hover/click them. Over to bsep@ for confirmation since it's Windows.
