Regression: Unwanted vertical scroll bar is appear on 'Sign out of Chrome' overlay.

Issue description

Chrome Version: 62.0.3202.38 (Official Build)07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch Chrome and sign-in to Chrome with valid credentials.
2. Go to chrome://settings page and click on SIGN OUT button to open 'Sign out of Chrome' overlay.
3. Now, Zoom out the page to 80% and observe the 'Sign out of Chrome' overlay.

Unwanted vertical scroll bar is appear on 'Sign out of Chrome' overlay.
Vertical scroll bar should not appear on 'Sign out of Chrome' overlay.

This is a regression issue, broken in M-62 series, below is manual regression range.

Good build: 62.0.3178.0 
Bad build: 62.0.3179.0

You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).

Status: Fixed (was: Assigned)
This dialog has changed a bit since this bug was filed. Having said that: I can't reproduce the bug in the updated sign-out dialog on the latest versions of chrome. There have been a few code fixes in this area since the bug was filed, so I'm assuming this has been fixed.
