Regression:Text in dialog is seen misaligned when font size set to small.

Issue description

Chrome Version:62.0.3202.38 (Official Build) 07acaf2e3d9da74d8348a65e7a2e5adf7ee4c662-refs/branch-heads/3202@{#463}(32/64 bit).

OS: Windows (7,8,10),Linux (14.04 LTS), Mac(10.12.6).

Steps to reproduce:
1)Launch chrome, go to 'chrome://settings' and set font size to small/very small.
2)Now navigate to chrome://settings/privacy and click on 'Clear browsing data' and observe Clear browsing data dialog box.

Actual Result:Text in dialog is seen misaligned when font size set to small/very small. 
Expected Result:Text in dialog should be properly aligned when font size set to small/very small.

This is regression issue broken in 'M-62' and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good build: 62.0.3180.0
Bad build: 62.0.3181.0

You are probably looking for a change made after 492862 (known good), but no later than 492863 (first known bad).
