Add a method to NetMetricsUploader to encrypt a report and try sending it over HTTP

Add a method that when called, encrypts a report (using EncryptSerializedReport) and then attempts to upload it to a specified HTTP URL.

Status: WontFix (was: Assigned)

Bug is no longer applicable due to a different design choice. Encryption will now be done in UploadLogToURL when uploading to an HTTP URl.
