under-invalidation of composited fixed background on resize

Issue description

Chrome Version       : 61.0.3163.100
OS Version: Ubuntu 14.04.5 LTS
URLs (if applicable) : https://output.jsbin.com/vapemu/quiet
Other browsers tested: Firefox
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x: OK
     IE 7/8/9:

What steps will reproduce the problem?
1. Make the window small-ish
2. Navigate to https://output.jsbin.com/vapemu/quiet
3. Make the window taller by dragging the bottom edge

What is the expected result?
Tiled grid background extends into exposed area with no artifacts or black regions.

What happens instead of that?
Exposed area is black (see screenshot).

Please provide any additional information below. Attach a screenshot if
possible.

Able to reproduce the issue on Windows 10, Mac 10.12.6, Ubuntu 14.04 for chrome version 61.0.3163.100. Issue appears to be a non regression issue as seen from M50 builds.(50.0.2624.0), screen shot attached. Untriaged it so that issue gets addressed.
