Textarea resize handle doesn't work when parent has transform-style: preserve-3d

What is the expected behavior?
Should be able to resize the textarea using the handle.

What went wrong?
Not able to resize the textarea using the handle.

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce the issue on Windows 10, Mac 10.12.6, Ubuntu 14.04 using chrome version 61.0.3163.100. Issue is a non regression as observing the same behavior from M50 builds (50.0.2624.0). Issue is not observed on Firefox browser.

Untriaged it so that issue gets addressed.
