Issue descriptionGoogle Chrome 62.0.3202.31 (Official Build) dev (64-bit) Revision 0 Platform 9901.29.0 (Official Build) dev-channel samus What steps will reproduce the problem? (1) Insert a USB that has DCIM folder with images (2) Open Files app and see Cloud backup dialog. Backup the files. (3) Verify that images are successfully backed up by checking drive chrome os backup folder (4) Create the same user account on another chromebook (5) Insert the USB What is the expected result? Cloud backup dialog should not show up as files are already backed up What happens instead? Cloud backup dialog shows up saying 'New photos found'

Users are confused by the recent appearance of this folder in their Drive area. https://productforums.google.com/forum/#!topic/chromebook-central/9tAKPRFh2-I;context-place=forum/chromebook-central Why weren't the photos simply put into the existing Google Photos folder? VERY confusing name for the folder if it is limited to photos! Very confusing feature overall. #CBC-RS/TC-watchlist

sdantuluri@ If you inserted a USB containing images, and by repro step 3) "Verify that images are successfully backed up by checking drive chrome os backup folder", then were you satisfied that you images were backed up? I assume the answer is yes. Then if, by definition, they were backed-up, why would you as a user go to another ChromeOS device and insert the USB again and worry about the "We found new images" dialog? Was there an option to dismiss the dialog and just say "no"? (since you the user already knew the images had been backed up). Perhaps the problem here is that the message "We found new images" could be better worded, stating that "There are images on this device that you have not yet backed up, and would you like us to attempt to back them up now?" for example. Really, I'm not sure what the exact problem is, or how many users would be affected by this problem. If I had 4000 images on my USB say, already backed up to cloud storage, I'd need to compute the MD5 sum of each of them and then compare with MD5 sums of already stored images in cloud. If the only the 4000-th image had changed, then it might take a very long time before the "We found new images" dialog even appeared. Pretty sure this a product question, perhaps the problem is that we should never show the "We found new images" dialog, eg., let the user select all images first, and the offer to back them them up if the user wants that, on a right click or something, but I'm very sure this cannot be resolved as a P1, best I can tell. Please let me know if I'm misunderstanding.
