Renaming a file should change modified date

I renamed a file and it didn't update the modified date. It probably should.

This observation has been noted before ( crbug.com/759883 ), but actually across OS's (Mac, Windows, Linux), renaming a file/folder does not actually update the Modified Time. Interestingly, Drive is the one instance that I'm currently aware of where Modified Time is updated on rename.
