Should always focus on single pod on tablet mode

Project Member Reported by wzang@chromium.org, Sep 26 2017

Issue description

When there's only one user pod at the login screen, and the device is on tablet mode, a random click on the wallpaper will de-focus the user pod.

Expected:
No matter it's tablet mode or not, as long as there's only one pod, it should always be focused.

Ideally, a random click on the wallpaper should never de-focus any pod, even when there're more than one pod, but it's a more complex issue that will be addressed by views-based screens.
