[regression] Page.navigate protocol method doesn't resolve immediately

This was a recent regression, I believe due to plznavigate.

A possible repro is using Lighthouse:
lighthouse --perf --disable-network-throttling "http://example.com" --verbose

Basically: 
1. Page.navigate to about:blank
2. Page.navigate to http://example.com
3. Start listening to Page.loadEventFired

2 will not complete until after the load event fires. Whereas before it completed near immediately.
