[TTS] Does not respond to Tap after first-run

Issue description

Mehran noticed that the Tap gesture seems to be ignored after initial startup on CNN pages.  We need to reproduce and isolate this problem, it could be due to some startup-enabling issue, or problems with the CNN site.
