Currently if SetVoiceInteractionEnabled calls the callback with |false|,
we are doing a DCHECK to ensure it's not connection issue. This hack
is to ensure backward compatibility to save time for merge. It
should be removed once Android side has been stablized with latest
mojo file checked in.
