Ctrl+Shift+Del does not clear cookies

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/61.0.3163.79 Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. Press ctrl+Shift+Del
2. Select all options
3. Click "Clear Browsing Data"

What is the expected behavior?
Cookies are cleared

What went wrong?
Cookies remain even after restart

Did this work before? N/A 

Chrome version: 61.0.3163.79  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 27.0 r0

On the Clear Browsing Data screen, what are the values in the top dropdown and which checkboxes are checked below that?

Dropdown "From beginning of time" and all boxes ticked.
